The engineers at Lando Calrissian's luxurious Cloud City venture were commissioned to create some escort/patrol vehicles, largely to be used as escort, as they are lightly armed.
Bespin Motors was initially a subsidiary of Incom Industries. Following the nationalization of Incom by the Empire, Bespin Motors employees staged a buyout plan to cut off ties to the Empire. After the completion of Cloud City, Bespin Motors turned their attentions to the production of upper-atmospheric vehicles.
